Description
This course offers an overview of the Government Accountability Office (GAO) and how it fulfills its statutory responsibility in being Congress’s watchdog in the control and oversight of the use of public funds, in an efficient and effective manner. It covers the Office of the General Counsel’s (OGC) responsibilities for appropriations law and resolving bid protests relating to government procurement. Also covered are three GAO mission teams: one with investigative powers to identify fraud, waste, abuse and mismanagement; and one that reports on agency efforts to reduce improper payments. The third mission area reports on agency efforts to identify and reduce inefficiencies created by fragmentation, overlap and duplication of government programs. The course concludes with a discussion on how OGC connects with the mission teams to provide information in shaping government policy and legislation, corrects fiscal misuse, and modernizes agency practices.
