Whether through original studies, academic work, or the mentorship of others, recipients of this award have significantly improved the practice and perception of government accountability and financial leadership.

- Recognizes individuals with at least 15 years of impactful contributions to government financial management research
- Open to researchers in basic or applied research and government financial education
- Nominees do not have to be AGA members
- Celebrates work that improves government policy, practice, accountability, and professional development
About Cornelius E. Tierney
Cornelius E. Tierney (1934–2020) was a leader in both public and academic sectors, known for his decades-long impact on federal financial management. A former national director and partner at Ernst & Young, Tierney retired in 1992 and went on to teach at George Washington University until 2005. He authored numerous publications that shaped modern approaches to government auditing, accounting, and financial systems.
Tierney’s career reflected a rare blend of practical experience and scholarly insight, consistently advancing public sector financial integrity. A U.S. Navy veteran, he was also recognized by Bryant University with an honorary doctorate. His legacy lives on through this award, which reflects his passion for research, education, and government service.
Nominees should exemplify:
- A minimum of 15 years of significant, sustained contribution to government financial management research
- Demonstrated influence in one or more of the following areas:
- Basic research enhancing understanding of financial management
- Applied research that improves public sector methods, systems, or accountability
- Educational research advancing the technical and professional development of government financial professionals
- A lasting impact on the profession’s credibility, effectiveness, and innovation
- Work that encourages or inspires further research and scholarship in the field
