Purpose of Position
This position is responsible for managing the Agency's Finance Bureau to include: accounts
payable/receivables, capital assets, contract, leases and procurement programs and auditing functions for the
Department of Public Safety (DPS) regarding state/federal reporting, compliance monitoring and state/federal
grant regulations.
Why does the job exist?
The incumbent ensures legal and regulatory compliance while working with the Executive Management team
to assist in ensuring the $180 million dollar budget is utilized lawfully and as efficiently as possible. This
position will establish policies, procedures and internal controls for accounting, general ledger and grant
reporting. The incumbent will lead the coordination of required annual audits by facilitating the process
between external auditor and internal staff. In addition, this position oversees the work of management staff
within each Bureau through the direction of performance evaluation expectations.
How does it get done?
The position will provide overall management to the Finance Bureau, which includes accounts payable,
accounts receivable, procurement, leases and contracts and accounting. The position will be the agency lead
in response to the annual audit.

Ideal Candidate
The ideal candidate will have experience in the following areas:
*leading the response team in external/internal financial audits
*managing a multi-revenue $180 million budget which includes state and federal funds
*adhering to US Government Accountability Office (GAO); Generally Accepted Accounting Principles (GAAP);
Government Accounting Standards Board; and Uniform Guidance
*Prefer an incumbent that possess or has the ability to obtain a certificate to serve as the Chief Financial
Officer (CFO) per Section 2.20.5.8 NMAC
Minimum Qualification
A Master's Degree in any field of study from an accredited college or university and eight (8) years of
professional level experience with a strategic impact directly related to the purpose of the position defined by
the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will
designate a portion of the required experience to include management and/or specialized experience. Any
required licensure, certification or registration shall be defined at the time of recruitment and will be in addition
to the above requirements.

Employment Requirements
Must possess and maintain a valid driver's license. Pre-employment background investigation is required and
conditional hiring pending results. Must possess and maintain a current defensive driving certificate form the
State of New Mexico or must pass and receive a defensive driving certification as a condition of continued

Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which
