Important Details

  • Registration and payment: Registrations are accepted on a first-come, first-served basis, until 14 days before the class start date for in-person training and 7 days before the class start date for virtual training. Space is limited. Payment is required by credit card only at the time of registration. POs are not accepted.
  • “Class is a go/no-go” notification: Since a minimum class-size must be met, AGA will send an email to registered participants confirming whether the class will be held about two weeks prior to the start of training. For in-person training, refundable travel arrangements are strongly recommended, or waiting until you receive the “class is a go” notification from AGA before you book your travel. If the minimum number of participants is not met, the class will be cancelled. 
  • Cancellation deadline: For virtual training, the cancellation deadline is 7 days before the course date. For in-person training, the cancellation deadline is 14 days before the class start date. Refunds, less a $25 processing fee per registrant, will be granted for cancellation requests received in writing by this date. Refunds will not be granted after this date. If the registrant does not attend all or part of the course, AGA will not issue credit toward any future training. If the class is cancelled by AGA due to low enrollment, a full refund of the course fee will be issued. AGA is not responsible for any costs incurred by registrants due to course cancellation.
  • Class format and location:
    • Virtual courses will be taught via Zoom. About 5 days before the class start date, AGA will send an email with instructions on how to log into the course using AGA’s Online Training Portal and Zoom software. Registrants are responsible for ensuring they can connect to these platforms ahead of training and have an adequate internet connection to participate. Recording the course presentation (audio or video) is strictly prohibited.
    • In-person courses will be held at a hotel in Alexandria, VA, a few blocks from the Metro. Participants who drive will be responsible for their parking ($35 per day) and meals. Complimentary coffee/tea service will be provided. Recording the course presentation (audio or video) is strictly prohibited.
  • Course materials: 6-months of access to the corresponding online AGA CGFM study guide is included in both virtual and in-person course registration. Within 5 days before the class start date, AGA will send an email with instructions on how to access the study guide. For in-person courses only: a corresponding printed study guide is included and will be distributed on-site during the training.
  • CPE credit: During the opening remarks of each course, AGA will explain how to receive your continuing professional education (CPE) certificate. In compliance with NASBA, AGA employs an attendance monitoring system. For live, virtual courses, you MUST be able to view the PowerPoint slides on your device to verify your attendance.

Course 1: Governmental Environment

Description: This course describes the unique aspects of government and how those aspects differ from the private sector and nonprofit organizations. It is designed for accountants, auditors, budget professionals and controllers in government, as well as academics and other professionals who have an interest in government. It is particularly appropriate for newly hired professionals and those studying for their CGFM exams.

Learning objectives:
Upon completing this course, you will have an understanding of:
  • how governments are organized and structured;
  • the legally-based implications of government financial environment;
  • the importance of the budget in government;
  • the management cycle, and how the various stages are interrelated;
  • how governments are financed;
  • the role and structure of taxes;
  • the purposes for issuing debt;
  • what it means to be publicly accountable;
  • the importance of ethics in government;
  • electronic services in government.

Course 2: Governmental Accounting, Financial Reporting and Budgeting

Description: This course covers the general principles of governmental accounting, financial reporting and budgeting. It also covers the unique aspects of accounting and reporting for the federal government as well as state and local governments. It is designed for accountants, auditors, budget professionals and controllers in government as well as academics and other professionals who have an interest in government. It is particularly appropriate for newly hired professionals and those studying for their CGFM exams.

Learning objectives:
Upon completing this course, you will have an understanding of:
  • the characteristics and differences of the government environment that necessitate the unique accounting and financial reporting;
  • the process of setting accounting and financial reporting standards for government entities;
  • the bases of accounting and measurement focuses used by governments;
  • fiscal accountability;
  • exchange and nonexchange transactions;
  • the uses of cost accounting in government;
  • budgeting in government;
  • accounting and reporting in state and local governments, including:
    • determining the financial reporting entity;
    • fund accounting and reporting;
    • governmentwide accounting and reporting;

    • federal budgeting;

Course 3: Governmental Financial Management and Control

Description: This course covers various financial management functions and controls required of government financial managers, including internal control, auditing, performance measurement, financial analysis techniques and specific financial management practices used in government. It is designed for accountants, auditors, budget professionals and controllers in government as well as academics and other professionals who have an interest in government. It is particularly appropriate for newly hired professionals and those studying for their CGFM exams.

Learning objectives:
Upon completing this course, you will have an understanding of:
  • the basics of cash management and investment management;
  • managing credit programs and collecting government debts;
  • procurement in government;
  • inventory and supply management systems;
  • financial management systems;
  • applying various financial and managerial analysis techniques;
  • objectives of internal control, including GAO and COSO objectives;
  • considerations and risks involving internal control;
  • how to apply internal controls;
  • the responsibilities of management and auditors for internal control;
  • components of internal control;
  • evaluating internal controls;
  • objectives and uses of performance measures;
